I apologize if this has been asked before. Can you only use a passcode to open the IPhone X and not set up Face ID? The reason I ask is that I monitor my childs phone and could it be a potential problem if Face ID cannot be turned off.

If you set up face ID you will always be able to use the passcode as well.
 
FaceID can be disable, enabled and require that you look at the phone, enabled and not requiring you to look at the phone, they can be temporarily disabled from the lock screen by holding the side (sleep) and volume down buttons. The passcode is always available.
 
I don’t think that any form of biometric security will exist without a passcode backup/alternative in the foreseeable future.
