So this is an odd one to me - a Macbook Pro which was previously able to call and receive with Facetime while running High Sierra just lost the ability to make or receive Facetime calls. It was still able to send and receive iMessages, and messages in the cloud works fine.

So, we wiped the machine back to fresh, reformatted the drive, installed Big Sur (most recent system is supports) and same issue - it's connected to the internet, iCloud is logged in, Handoff is working, when you open Facetime the camera preview is there, green light showing the camera is live, and Facetime shows it's logged in...

But the camera icons next to contacts are greyed out. If you bring up information about the contact in Facetime, both the Video and audio contact indicators are greyed out.

If you go to Messages, and bring up a contact's details, the video calling icon is enabled, when when you click it it brings up a small "loading" box, but never progresses.

So the problem is persisting regardless of the network the computer is connected to, regardless of High Sierra or fresh Big Sur, logging out and in to Facetime itself doesn't change it...

All I can think of is the computer's serial number is somehow black-flagged by Apple for Facetime? Anyone have any other ideas?
 
Curious if you ever figured out what was going on with this; I've been fighting with a somewhat similar (but definitely not the same) issue where a particular user (regardless of device) refuses to show outgoing video call contacts (only) as available for FaceTime even though they definitely are.

Kinda hoping that if you found a solution the issue on my end might be related...
