No, but if you go to a persons contact in your Contacts, there should be a FaceTime button. The iPod touch has an icon because it doesn't have a Phone app where it can call people directly without using the Phone app. You can also click the FaceTime button when on a call with someone.

I think there is no way to have one in your home screen!Even if there is a way it would be only if your device is jailbroken but I think there isn't a tweak for that

Because the iPhone doesn't need one. If you can just launch it from a call or your contacts list, then why have a separate app for it? Apple's not like Facebook (who released a new app just for messaging)
If it makes you feel better, there will be a Facetime icon in the Settings menu when iOS 5 comes out.
