Facetime question

My friend got an iPhone 4 from UAE and she doesn't have Facetime on her phone. She's not using it in that country so is there any way to get FT back?
 
There's a jailbreak app for it, that's the only way as far as I know.

Don't remember the name of the app', sorry.
