I think it's safe to say that it's coming that or at least skype will implement the ability to video chat.

I wonder why video chat wasn't demoed during the iPhone 4 announcement when Skype was on stage demoing their app if it's coming?

A chatroulette type app would be pretty interesting. Well as long as it blocked your phone number to the other person and vice versa.
