I've recently upgraded to Sierra and run versions 16A320 and a clean install of 16A323.
Both versions I haven't been able to do FaceTime video calls.
My setup is a Mac Pro with an external FW iSight camera.
Facetime audio calls work fine - FaceTime recognises when the isight is turned off or disconnect, but fails to display video.
The isight works fine since I can still do video calls using Skype and Lync.
Even Photo Booth still works fine.
Just in the FaceTime app won't display video.

Anyone else had this issue ?

Apple has an open bug regarding this issue - 28431990
As yet, it is not fixed in the latest beta release of 10.12.1 (16B2548a)
 
Update:
macOS 10.12.2 Beta 1 (16C32f) has resolved the FaceTime video issue with my external FW iSight camera.
