Got my Macbook more than 4 years ago and I don't have Facetime for it. Someone mentioned that the newer OS's like Snow Lion and Mountain Lion give you Facetime for free.

I was wondering if I upgrade to Mavericks, do I get Facetime for free in the update or should I just spend the 99cents to buy it. Didn't want to buy it if Mavericks gave it to me for free.

Yes, it is included in later versions of the OS.
