Reach out to Apple support online. You've been blocked from the iCloud registration servers. They need to wipe your profile on the server (not your data), and have your devices re-registered.

yes, i called apple tech and got passed around for a couple days. no one figured it out until they passed me to "senior tech". it appears the problem was with Kaspersky Internet Security that i purchased a couple months ago. i had noticed a few "different" things going on not long after the purchase. plus, it really slowed my MacBook pro, too. senior tech took me through a few steps to try before she recommended deleting Kaspersky and calling their customer service. she helped me go through and delete all the necessary tools. made a huge difference in speed for my laptop, anyway. think i will scratch Kaspersky.
