FaceTime work Internationaly?

I did search, but all I could find about facet me use internationally was with the iPhone 4. Since with the iPad we don't need to start FaceTime by placing a call to that person does that mean we can FaceTime internationally. To be specific one of my parents is traveling to Taipei, Taiwan next week for business. Therefore if he brings his iPad 2 and I use my iPad 2 in the States will we be able to FaceTime? Given both are a stable wifi network.
