That's the tPhone -- it's a cheap GSM knockoff that's been produced for China's black market. It's a cracked Windows CE platform, with stylus input. Engadget has a video (search for "tPhone").

Just watched the 'tPhone' video. It's obvious that the thing doesn't stand up to anything but the mildest forms of scrutiny and as soon as you start to use it the differences become quickly apparent. Putting goldfish on your phone does not an iPhone make!
