I spilt liquid on my computer a few weeks ago and I've cleaned it out and got it running except that after a few minutes of use it'll display the error message shown below and I'll have to shut it down.

I know the fan isn't running because I took the bottom panel off and its not spinning.

What is the likelihood that its just a hardware issue and the fan is broken, or could it be a bigger issue?

The fan seems like an incredibly simple device, and I can't see it being easily broken. Does that ever happen?

Repeating Kernel Panics are often a sign of a hardware problem. I'd say it's the fan (unless the spilt liquid caused more damage than is obviously visible).
