Faster charging of iPad Mini with bigger charger?

I was told that an ipad mini can be charged in about hour and half with a bigger charger ?

Is this true ?

On a review website I, read there is no difference because the mini with not pull more current anyway.....

Is this for the retina different ?

The website that says there is no difference is correct. And retina mini behaves the same way.
