Hey,
So I was taking some video shots out on the boat with my Panasonic TS1 recording if AVCHD Lite format (.mts). When I plugged the camera into my comp and used the log and transfer in FCE the videos ended up way sped up, like maybe 2X speed. When I view the .mts files the video is normal speed. Why is it doing this and how can I make it normal? I want the transfered videos to be the right speed before editing because I use the .mov files to view/send to people.

Also does this process give the videos the best possible quality or can I change a setting to boost quality?

Finally, should I be going about this another way with Toast or something, and what settings would be ideal?

Your camera records AVCHD Lite, which I don't think is supported yet by FCE, FCP, iMovie, or even Premiere, etc. You'll probably need to buy Shedworx's Voltaic HD, which I think can successfully transcode AVCHD Lite to Apple Intermediate Codec.
