I am currently editing a piece that was shot in DVC HD 720p60, although part of the footage is coming out at a rate of 23.98 and other footage is at 59.94 -

I am having two problems with this footage/prooject

When viewing the 23.98 fps footage either from the sequence or the bins it is off by 3 frames, any ideas on why this may be happening or an easy fix?

also,
I have set the sequence to DVC HD 720p60 for 24 fps -- when i bring in the footage that was shot at 59.94 it comes out 1 and a half seconds off sync (the audio is lagging)

any ideas of how to fix either or both of these problems without having to physically sync up every clip in the sequence would be greatly appreciated.
 
Have you tried using a 23.98 fps sequence setting yet? There is no reason to use a 24 fps sequence setting unless there's going to be film or animation based media on your timeline. This is likely what's causing the drift in your audio.
