Current versions of FCP require at least Big Sur, so if you need a newer version, and want to run it on supported hardware, yes, you‘ll need a newer Mac.
Unfortunately yes. There are some hacks you can do to install the latest versions of OS but it's difficult and risky. I was at the same position with my 2010 Mac Pro. Bought an M1 Mac Mini for 800Euros, it is the best computer I ever bought.
That's what I did with my 2012 15" unibody MacBook Pro, and it runs Final Cut Pro 10.6.1 very nicely. I don't do as much video editing on it as my M1 MacBook Air, though.

Nice! I did the same on my late 2012 Mac Mini with only Intel HD 4000 graphics which yours probably (and perhaps OP’s) also has. Video editing is great and so is audio production for me
