Not always. Jobs changed the design on the iPhone 4 to an all glass back less than a month before release.

Anyway why worry about stuff you have no control off OP?

Um what? Then how was it left in a bar like two months prior?

I bring this question up because with the recent Note 7 discontinuation/recalls I'm afraid that Apple will just give us the same play it safe boring design for 2017 and scrap any idea of a complete redesign. OEM's may start holding back features to prevent a repeat of the Note 7 disaster.

Should we be worried that 2017 will lack smartphone innovation?
I doubt that what happened to Samsung will have any impact at all on what other phone manufacturers do. Doesn't make any logical sense.
 
The S8 will be out early next year before the next iphone and Apples engineers will have already have designed most if not all of the next iphone so i doubt that they will stop and switch their attention to a gentle rehash of the 7. Extensive product testing and manufacturing takes up 6 months of the year. I am pretty sure that the next gen phone is already in build and design phase
