Nope. Rocketdock.
On main desktop I'm using an OS X Leopard skin for Rocketdock.
The cursor is also black with the rainbow wheel like from OS X, got it from installing the cursor part only from a program called Fly a Kite OSX, otherwise it would have completely looked like Tiger.
On my XP machine I installed every part of OS X so if looks like Tiger.
I'd say because of the background my main desktop looks more like Snow Leopard.

You should check Windowblinds by Stardock since you're going for the OS X look. It will let you change the taskbar to look like one from Tiger or Leopard (your choice there)

Thanks, I just looked into it and turns out you have to pay at least $20 for it.
