File Open browser doesn't allow sorting

The file browser doesn't allow me to sort by any of the column names if in any application I use the "File>open" method. Is this normal?

It's on the toolbar rather than a column header; it's the one with some icons and an arrow pointing down (to the left of the current folder name if you're using the default arrangement).
