Files and folders locked in place

Today, all of a sudden, all my files and folders are locked in place wherever they may be - on the desktop, in the documents folder, everywhere. I can't drag them anywhere. They're stuck. Please advise. Thanks in advance from a technogoofus.

Go into finder, Go into Icon view, go to View Options (Command-J), turn off the "Keep arranged by" Also be sure to check at the top whether you want it to apply to just that window or all windows.
