When I open the Filed App...under Locations..all I have is iCloud Drive....the local option is not there.

I opened a PDF in Mail...then tried to save it to the Files App....the app opens, and there I see the options for iCloud Drive and On My Iphone...but I have no folders under On My iPhone and it wont let me select that option...I cna only save it to a pre existing folder on icloud?

is this the correct behavior? What am i doing wrong?

You're not doing anything wrong. The On my iPhone section isn't really intended as general storage and you can't create folders at all or files in the root. As apps are updated they will put their sandboxed documents folder in there and you will be able to freely open from and save to those from any app.

It sounds like you want a general local storage area where you can create your own hierarchy. There may be others already but right now the Documents by Readdle app gives you that. You'll see a Documents folder listed in Files and you can do anything you want in there.

Create a folder in iCloud drive - save the file you want there (or export them from other apps).

Then drag that folder to your favorites.

They’ll show up and be useable offline.

That can work top but a) I noted that OP specifically asked about local storage and b) if he's planning on putting more data in there than his/her iCloud allocation they will have problems.

Still, good input.
