Anyone please tell me what different between them is. I think they’re the same. Anyone gives me certain situations what happening if filevault is disabled

Filevault encrypts your SSD or HDD drive to prevent it from being read, should the device be stolen or someone tries to log in without admin privileges. User Account login is just that, a simple user login. You can have multiple user accounts and assign different read / write privileges to each.

Okay. So can you show me how someone read my hard drive if they don’t have my login password?

They cannot if the drive is encrypted. But if it's not, then the data can be read by booting from an external, as sharpimage explained. That's why encryption is valuable.

Okay. So I gonna create a firmware password.

A firmware password doesn't solve the problem. If your Mac is stolen, then the thief can physically remove the drive from your computer and put the drive in an external enclosure and still read all the data using another Mac unless it is encrypted.
