Final Cut Express 4 export problem

I'm having an odd problem exporting using quicktime conversion from FCE4. It seems to be disregarding my export settings. Regardless of my settings, it keeps exporting 853x480 at 2771.02kbit/sec. Attached are some screenshots of my export settings. Maybe it was staying up all night working on another project, but I can't figure out what I'm doing differently this time so any help would be greatly appreciated.
