What are the settings (codec, format, resolution, fps, ...) of the source file?

Those black bars are called "Letterboxing". It makes it so that when you watch widescreen videos on a Standard TV, it won't be distorted.

You have to change your Sequence settings to 16:9 (Right click the sequence and go to Properties/Settings).

Also, I think you would have to change all the clips' Master Clips in your timeline to 16:9 and drag them in the timeline again.
 
on my videos there is a black bar on the top and bottom of the screen. the raw file is in 16:9 and it doesn't have black bars. can anyone tell me how to get rid of them? heres some footage to show you what's happening: http://www.youtube.com/watch?v=nof_u6FCynE
