At the bottom of the page for Final Cut Pro X, Apple promotes the fact that the new Mac Pro is coming this fall. They also mention that "so is a new version of Final Cut Pro X".

https://www.apple.com/finalcutpro/

Have they clarified whether this "new version" is just an update to the existing software available in the app store, or should I hold off for the updated app to ensure I'm not buying old software right before a refresh?

Yeah, there's no dispute that a "new version" is coming. I'm just not sure whether it'll be a separate purchase for existing Final Cut Pro X owners. I'm guessing it may be given that it's described as a new version.

I highly doubt it won't be a free upgrade for existing users.

The release of the new version may be imminent. Noticed the Final Cut Pro is missing from the Apple Store, irrespective of which platform and approach I used to get to it. A lot of tutorial and training apps, but no FCPx. The only way I found anything was a Yahoo search which returned what was probably a cached page on apple.com noting new version coming.

Final Cut Pro was easily found with a search on the App Store for me just now.

Beware, The project files are not compatible between minor versions of FCPX. So, ensure that either use one machine or all machines have the same version (since the FCPX version appears to be tied to the OSX version I cannot see a way of 'downgrading' the newer version).
