General Finally - cannot turn off locked phone

Not sure if this is an intentional move, but all I can say is... FINALLY.

I am on beta. Anyone know when this first happened?

nop not for IOS 9 since its been out for about 2 years now so your good but i would update your post and put IOS 9.3.3 so that way you are giveing other user a little more info and they can help you out better

I can turn it off again today now. I tried several times to turn it off last night but it wouldn't budge until I first unlocked it.

Oh, well. I sent feedback and hope they will make it happen.
