Find My Friends: Notify Me is useless!

It doesn't notify me when the other phone I'm finding leaves a location. Why? Any way to fix?

It's been broken since iOS 7. 🙂

It's been working perfectly for me on all versions of iOS 8

I had this problem too, starting with iOS 7, fixed it by turning it off/on again on the person who I was stalking's phone.
