My GF has a iPhone 7 with on TMobile. Why is her location showing in Paris when we live in LA? When I tracked it an hour ago it was still in LA and now its showing Paris? WTF? This is the second time its happened. The first time with another random location.

How many devices does she have? It might be that she is signed in more than one device and the other device is sharing the location which happens to be in Paris.

Sounds like your girlfriend needs to be taken to the Apple Store for a Genius Bar appointment. I think she has some kind of internal hardware problem.
