    hi
Can I use an iPhone without a SIM card and as long as I sign into a iCloud account it will still locate the phone?
Am assuming yes but wanted to be sure

Yes, as long as your iPhone can be located via WiFi. The SIM card is for connecting to your Carrier's network.

Only if it is connected to wifi. If it is not, you won't be able to locate it. It needs an imternet connection and if it's not on a wifi network it would need a cellular network to connect to.
