So say I happened to loose my iPhone 4 before I had the chance to formally install the app and set everything up through Mobile Me, is there a way to still use that service to locate my phone? Or am I out of luck?

You don't need the app. If you added the account in the settings and turned Find My iPhone on, you're good to go. Otherwise you're SOL... Sorry 🙁
