My wife and I both have iPhone 12 pros. When I try to set up find my friend, I get to send the message to ask her to share her location but it is never delivered. Any idea what is the problem?

Are you both using separate Apple ID’s? And most importantly, does your better half want to be found? 
Did you try rebooting your phone? Has she tried the process towards you? If so, did it work?
Yes, I have tried doing it both ways, and rebooted both phones, Nothing seems to work. It worked fine when we both had iphone 11 pros. I suspect that it is something to do with location services, but beats me what. The problem is that when I ask to share location the other phone does not receive the request.
If you can, try the location sharing process to a third phone (family member, friend). Try it from both your phone and your wife's phone to the third phone. If it works for one of the pairings, that at least would tell you which phone is having the problem.
That might be difficult. I have tried sending from my iPad to her phone, from her iPad to my phone, from her iPad to my iPad but never get the request to share location.
Maybe she's already iCloud locked and the original owner must remove her from his account first, after remotely erasing her, so you can activate her..sorry I couldn't resist...😅
We are not set up as a family, never have been and it worked before. Shows all my device locations. The location dots are blue.
Will look later, she is still in bed, and I am not prepared to disturb her. More than my life is worth.
Think I have sorted it. Set up family sharing, did not have it on before and it worked fine on the iPhone 11.
