In finder the dates appear as "Dec 02, 2022 at 12:13 PM".

How do I change the format to "2022-12-02" noting that this is how I have the date setting in System Settings -> General -> Language and Region per the below.

macOS has 4 different date formats, Short, Medium, Long, Full. The date you are setting in your screenshot is Short and the date you're seeing elsewhere is Full. Up until Monterey, it was possible to control the display of each format individually. According to this AppleSupport document, that is no longer the case in Ventura. If you select Monterey at the top you can read how to change them, but switching to Ventura, the extra options are gone. I would guess they're still available via shell commands, but I don't know what they are. There seems to be support within Shortcuts for setting custom date formats, but I haven't used it.

Appreciate the response. Too bad Apple took this capability away, curious as to what their thinking was.
 
Likewise. And no idea why they would abandon that long used convention of making the basic interface really simple, while exposing the complexity behind things like an "Advanced…" button. Given that System Prefs was re-written in Ventura, it may be that they're planning to reintroduce the options in future.
 
The four date formats still exist, but to change them you will need to use `defaults write...` commands or edit ~/Library/Preferences/.GlobalPreferences.plist. I have not done this, but there are numerous articles complaining about the change and some with fixes - I easily found these:

@gilby101, appreciate being pointed in the right direction should I want to change things. I think I will be patient for now and wait to see how System Settings evolves as this may (hopefully) be added back in future releases / updates.
