I keep encountering what's shown in the photo.

Also, when this happens and I try to open a folder, no files show up, and the loading icon on the bottom right of window just keeps moving.

I've already tried restarting, verifying and repairing with Disk Utility, and doing a clean install - none has solved the problem.

It doesn't happen too frequently, but when it does, I always have to restart to fix it.

Anyone else experiencing this?

When you click on any items under favorites (left hand side), does Finder's content shown on the rand hand side (files, folders) become distorted?

Does the problem your experiencing go away (start working normal) if you "force restart" Finder?

No, files don't show.

Sometimes; other times, I have to restart.

I had the same problem yesterday.
OS X 10.9

I had the same problem. Turned out the mac had remembered a second screen that was plugged in, but not switched on. So my main desktop was on a screen that I couldn't see. I realised when I tried to launch the Preferences > Displays > Arrangements and the panel didn't appear. It was on the hidden screen. For some reason my "master scree" with the tool menu at the top has been set to the other screen which moved my master desktop across as well.
