Two things (possibly related):

1. I have a Finder icon in the Dock and when I click it I see the word "Finder" in the upper left hand corner BUT there is no Finder on the screen.
The program I'm in is grayed out as if it's in the background but no Finder window is there.

2. Also I've often used option+command+space bar to get in the Finder and it's not working.
I looked in Preferences>Keyboard>Shortcuts and there are no conflicts, ie. no triangles that are being displayed.

I'm on 10.11 using Macbook Air.

Try force quitting Finder ...

Hold down the Option key and right click the Finder icon on the dock and choose Relaunch
 
Still waiting to hear if it worked for the OP...

Option-Command-Space Bar opens a Finder search window for me.

Trash your Finder plist file??
