Is anybody else finding that when you open a new window in finder that the top item in a list is often hidden? To reveal it properly I have to drag the window slightly larger every time and then it's fine, but it's been like this ever since I installed High Sierra and it seems to be an annoying bug.

is it only that view option?

I have mine set to the 4 boxes option along top but changing to same layout as you I do not have this issue.

I'm using an 11.6" air as I type this message.

EDIT:

I also do not have the grey bar that you have which is covering the top files.
The bar that is repeating the folder name camera grabber.
 
Strangely I'm not seeing it this morning, but it's been a frequent occurrence since High Sierra was released and scrolling doesn't fix it when this happens. I have to physically drag the window larger to clear the cropped effect.
 
found it!

it is the tab bar.
If I turn it on I get same result as you.

open finder, go to view on menu bar and click show or hide tab bar.

you may have tab bar on where you want it off.

The grey bar is the tab option I believe, but it was never a problem under Sierra. At the moment it's behaving OK, but I rarely change the view option. I'll keep an eye on it check the other views the next time it happens.
