Firewall issues today.

Seeing safari constantly set to block incoming connections even when I select Allow and hit ok it goes back to blocking incoming connections again and cannot access any web sites.

So it seems the socketfilterfw CLI tool doesn't let you unblock anything either.

Turns out it's not usable unless the firewall is turned off.
