Hello,
My local university sells surplus computers that are no longer in use. I came a cross a macbook air (mid 2009) with no HDD. Checking it out, i tried to see if I could choose a start up disk (option key), at which point i was asked for a firmware password (padlock), presumably from the previous user. I understand the the EFI prevents an external disk from booting, but if i drop in a new internal drive with an OS, will I still encounter the EFI password? Is there a work around? Thanks

No, unfortunately --- replacing the internal drive does not affect the EFI firmware password in any way.
You can reset the EFI password, but you have to know what that password is. o_O
Apple CAN reset the password, but you have to show proof that you own the MBAir.
You would be (at least) the second owner, so not sure if you can come up with acceptable proof of ownership/sales receipt/bill of sale/etc.
Not sure if an Apple store can help you at all, but, no harm in asking...

why not just ask the university what the password is? The IT dept should be able to help if they are the ones selling these...
