you should buy the first ipad that has slide over and that is the mini 2 and ipad 4, i think you can find those at second for around 100$

iPad 4 doesn't have SlideOver, only the Air onwards.

No, if you're just looking for a cheap iPad you could get an iPad Mini 1 for $30-50 more and it will be much more capable (though still dated).
 
I use mine as a picture frame. You can use it for very basic tasks. but don't expect to get great performance. Very simple things, browsing the web, Netflix might work (I'd try it but I don't have an account) but I can see if it's downloadable.

Depending on your income, 50 bucks might be worth it to you. I'd buy another one for that low if it were in better condition than mine!
 
I have a first gen iPad, and my best advice would be to not buy it. It's very slow and antiquated, and is terrible for surfing the web or using even remotely intensive apps. You're better off getting a used iPad Mini 2 or iPad Air.
 
I just upgraded from the iPad 1 to the Air 2 and there's a big difference . The iPad 1 is still okay for apps like Twitter, Netflix and YouTube . Web browsers don't work so well though on the iPad 1 because today's websites are more cpu intensive with java script and content.
