Yeah, it was my first time trying a jailbreak for a long while.

It seems that jailbreaking moves the wallpapers to the /var/stash folder and the location for the wallpapers is stored in the same database as your photos. Restoring from a backup of a jailbroken phone leaves that path in the database and since it no longer exists on a stock iOS filesystem, the wallpapers show up black and are unusable.

Rebuilding the database restores the default locations inside the database file.
 
I don't understand please help! I have an IPhons 4s 6.1.3 Unjailbroken now! Same problem but I don't understand it please break it down I'm 12 and I don't understand how to SSH and all of that.
 
I don't see how this could work. How are you getting root access and SSHing into the phone? I tried getting to the path on my dad's phone (not jailbroken) and could not find it in iExplorer. I can get to the path on my iPhone (6.1.2 Jailbroken) and did not see the files that were to be deleted.

Do custom wallpapers work (ie: your own pictures)? If so you could just download the picture and set it as your wallpaper.
 
How do you fix this? My phone is NOT jailbroken and I was jailbroken and restoring from backup.
On my NOT jailbroken phone after restoring from iTunes backup, it is all black STOCK wall papers. Thanks!!
 
It happened to me, and I could never get it fixed, so I ended up downloading the stock wallpapers again and put them in a folder
