I had checked the "Sync Notes with Outlook" button in iTunes, but my old notes in Outlook never showed up on my iPhone, and the new ones I had created on my iPhone weren't showing up in Outlook.
I think this is because I had Notes in both places. Here's what worked for me:
Step 1: Delete ALL notes off the iPhone (of course, save the data somewhere first so you don't lose it, just in case).
Step 2: In Outlook, under the View menu, make sure Navigation Pane is selected. Go into the Navigation Pane options and make sure that Notes is selected to show up.
Step 3: Now click on the Notes tab at the bottom left. The Folders will disappear, and instead you'll see Notes, and under that 2 folders, Notes, and Handheld Synchronization.
Step 4: Click on the Handheld Synchronization folder. Now move all the notes to the Notes folder.
Step 5: Delete the Handheld Synchronization folder.
Sync now, and all the notes show up on my iPhone.
