Flashing a RX Vega 56/64

Assuming they have the right software and bios for the GPU, can one flash a Vega 56/64 reference card in boot camp or even Parallels 10 if it’s in slot 2 or 3?

Or do I need a dedicated windows PC?

You can't flash it using virtual machines, but you can use BootCamp to do it.
