Flashlight and Camera shortcuts

How do I access those shortcuts? When I click on them or slide them up nothing happens or it goes to the home screen

Really wish Apple would make those customizable or option to disable them.

I have no need for a flashlight and camera icon on my lock screen. Camera can be initiated by swipe and flash light is already in control center...
