..i think it's there because of all the black wallpaper offerings..
i used to just use the light emitted from the lockScreen itself when i needed a little light but tried that a few times lately and it doesn't work (now using one of the X dynamic wallpapers).. so having the flashlight option there is nice.
(not actually sure if this is the reason for it being on the lock screen.. even if it's not, it's something that has worked in my favor
