I use the zoom accessibility feature on Macs for movies to eliminate black bars and fill the screen completely. While using it on an Apple TV library movie, I noticed some jarring flickering while zoomed in + adjusting the brightness.

I've recreated it in the following video:

Can anyone try to replicate this? Just zoom in slightly using the Mac's accessibility shortcuts, and attempt to change brightness. It's running on macOS Big Sur 11.3.1 (latest update).
 
Does it do that with OTHER videos, as well?
Or only the one you showed to us?

What was playing the video?
A browser?
An app such a VLC or IINA?
Something else?

Yes I've tested the same routine on several different movies and it replicates every time.
It is playing videos through the Apple TV app.

I did not notice the same effect when playing back videos through Quicktime, VLC, or videos on Safari/YouTube.

Issue does not present when videos are played back using QT, VLC, or live on Safari/YouTube
BUT
Issue does present whenever videos are played using the Apple tv app.

... suggests to me that problem is in Apple's tv app, rather than "in the hardware"...
