You have to make a theme and put it into winterboard. Do you know how to use iFile or WinScp or iFunbox?

Go to /var/stash/themes.xxxxx/ and add a folder that says something like "folder bg switcher"

in the folder put another folder labeled "Bundles" inside of which you put the folder "com.apple.springboard"

Inside that folder you put a png labeled "FolderSwitcherBG.png OR FolderSwithcerBG~iphone.png" (Depends on your iOS ?) FolderSwitcherBG.png works for me on 4S with iOS 5.0.1, but if you find that this doesn't work, try it the other way.

So it's /var/stash/themes.xxxxx/Folder bg switcher/Bundles/com.apple.springboard/FolderSwitcherBG.png

Then browse to /var/mobile/Library/Caches and delete the following files:

1. com.apple.SpringBoard.folderSwitcherLinen.0 (There will be four or five of these files starting at 0 and going to 3 usually.)

Then exit iFile or winscp, go to winterboard, apply the Folder bg switcher theme, and respring. It should work.

EDIT: Or you can create all folders at once on your desktop, put the image in there, and transfer it all over at once.
