Folder "Date Modified" doesn't update. Why?

Why doesn't the "Date Modified" of a folder update when the contents of a subfolder are changed? The size updates all the way to the top, but not the date. This seems very inconsistent, and is frustrating when trying to find where a new file has been stored. Is there any way to change the folder preferences so that all folders down to a recently added file have the same modification date?
