I'm using Sequoia if that matters, but recently I feel like the behavior for opening new windows has changed. It's possible I'm confusing my work PC with my home Mac, but I feel like when I used to open new additional windows in the Finder, they would open to the same folder I had open already.

Now they always open to Recent Items. I've looked through the obvious places in Settings, but the only changes I can find are for the folders to either open new folders or new tabs.

Is there a way to change that setting?

Click once on the background, so the first item right of the Apple menu is Finder.
click Finder, then select "Settings...", (you should be in "General" - then click the dropdown under "New Finder windows show:"
I usually set that for the main user name (whatever you have there), or whatever you choose that is not Recents 😎
