I'm having some issues with my system "missing" or getting confused on a font(s) and cant get it fixed. Certain fonts are jumbled and not readable, happens in certain parts of address book and in email and in certain parts of safari. I may have accidentally turned off a font that was needed, but cant seem to figure out what i did.

Below is what it looks like, notice the scrambled text in parts of the address book listing.

Two things to check come to mind:
First of all, are you running Panther? If you are, open up Font Book and see if anything looks funny there.
Second of all, try repairing permissions (open Disk Utility, select hard disk, click Repair Permissions). If permissions don't allow Mac OS X to read the font it's trying to use, it might make an imperfect substitution, which would cause the garbled text you're seeing.

I'm getting the same errors as well. Safari has the issue too. In the Address book my bold name and headings are replaced with that same fractional font. I don't know what to do. I've tried the quoted suggestions, even re-installing the system, but I get an error. I don't want to to lose the way I've got my system, fonts and everything else setup, but I'm a loss. I'm new to OS X (Panther) 10.3.3, and I'm trying to migrate everything from OS 9.

Sounds like you deleted a system font by accident. Always manage fonts through Fontbook. That will usually assure that nothing goes screwy. I had to reinstall when my fonts went screwy. Though I had a different problem. No text would show up. It was weird, but I got through it fine. Just do an archive and install, it won't delete your current installation.
