Force Empty Trash vs. Secure Empty Trash

Does anyone know of force emptying the trash deletes the data like secure empty does? Secure empty takes a long time but is effective. Force empty trash is fast but I'm not sure how effective. If someone knows please let me know. Thanks!

Force empty trash just forces the files to be removed but it doesn't do a secure erasure of them.
