not sure what browser you're using, but I'm pretty sure in safari you can use cmd+r to refresh.
 
Yes, CMD+R works, but it's more of a soft refresh and not a force refresh that clears cache on a site you're viewing. CTRL + F5 for instance on a PC does the job incredibly well.

In Safari, Command-option-R will bypass the cache. This may work in Chrome too.
 
On a touch bar version, nothing happens when I do, CMD + fn + f5
I see. I read your original post as an issue with the touch bar when you were really asking why Cmd-F5 has no function in Safari. My mistake.

FWIW, on my non-touchbar-has-all-the-Fn-keys rMB12 with High Sierra:

F5 (Fn-F5) does nothing in Safari.
Cmd-F5 tries to turn on Voiceover.

Interesting. On my TouchBar MBP, the keyboard shortcut to turn Voiceover on and off is Cmd-(tap the TouchID button three times).
