every time I try to reset my iPhone from iTunes it says "find my iphone" must be turned off from ICloud settings before it can be restored. iCloud settings is greyed out in settings because it was disabled from restrictions, which I can't access without the passcode. There seems to be no way around this. How do I fix it?

    Turn the phone off.
Log in to icloud from your computer and remove that device from icloud.
Then plug it to iTunes and restore it.

I turned off iPad, logged in to iCloud, removed the iPad from iCloud. I then plugged the iPad in to iTunes to restore and I'm still getting a message that says go to iCloud settings on your iPad and turn off Find My IPad before restoring your iPad.

    Now what?

    That's weird.
If you removed it from your icloud account then it shouldnt ask for any icloud password.
Plug it to itunes and do a restore.

You have to put the phone in recovery mode before restoring it with iTunes:

    Turn it off.
Then hold the home button and plug it in.
Keep holding the home button until the iTunes logo appears on the screen.
Then you can restore it with iTunes.
